Microfinance Professionalization and Establishment of a Cooperative Bank

Rwanda 


Since their inception in 2009, Umurenge SACCOs (Savings and Credit Cooperatives) have played a pivotal role in advancing financial inclusion across Rwanda. Established in each of the country's 416 administrative sectors, these autonomous SACCOs serve over 2.7 million members primarily from rural and underserved communities. Despite their vital contributions, Umurenge SACCOs have faced several structural and operational challenges, which limit their long-term sustainability and efficiency.

To address these challenges, the Government of Rwanda launched a comprehensive SACCO Professionalization Program in 2015. In close collaboration with the Ministry of Finance and Economic Planning (MINECOFIN), Rwanda Cooperative Agency (RCA), and the National Bank of Rwanda (BNR), the German Sparkassenstiftung Eastern Africa (DSIK) has taken an active role in supporting the transformation of Rwanda’s microfinance landscape through a focused approach known as the 3-Cs:

1. Computerization

  • Guidance in the selection, development, and implementation of a Core Banking System across all Umurenge SACCOs.
  • Technical assistance in data cleaning, standardization, and secure migration of legacy data.
  • Enhanced digital infrastructure to foster transparency, efficiency, and real-time financial services delivery.

2. Consolidation

  • Advisory services for the harmonization and professionalization of internal policies, procedures, and governance frameworks across SACCOs and the future Cooperative Bank.
  • Participatory business planning and institutional development support for 30 District SACCOs, which will result from the strategic merger of 416 Umurenge SACCOs.
  • Strategic guidance for the integration of non-Umurenge SACCOs into the formalized cooperative financial system.

3. Cooperative Bank Establishment

  • Development of a comprehensive business plan and operational model for the Cooperative Bank, envisioned as the central service provider for the SACCO network.
  • The Cooperative Bank will deliver both financial and non-financial services, acting as a key enabler of sector-wide standardization, liquidity support, and innovation.

Cross-cutting support areas:

  • Capacity Development: Tailored training programs for SACCO elected organs, management teams, and frontline staff, covering areas such as governance, IT literacy, and digital financial skills.
  • Product Innovation & Green Finance: Support in the design of inclusive, needs-based financial products such as digital lending and environmentally conscious financing solutions strengthening SACCOs' responsiveness to member needs.
  • Linkages with Non-Financial Cooperatives: Facilitating cooperative-to-cooperative (C2C) linkages to deepen the financial integration of agricultural and other non-financial cooperatives.

Through this initiative, DSIK contributes to the sustainable transformation of Rwanda's microfinance sector, empowering SACCOs to become robust, technology-driven institutions that drive inclusive economic development at the grassroots level.  So far, all the 416 Umurenge SACCOs have been automated by June 2024, and currently, the consolidation to 30 District SACCOs, with each Umurenge SACCO becoming a branch of its respective District SACCO, has started.
